USAREC Comptrollers Claim Half of Annual Awards

Three U.S. Army Recruiting Command employees have claimed three of the six military comptroller awards given annually at the TRADOC level for fiscal year 2014.
From the USAREC G8 directorate, deputy director Wayne Lynch is the Department of the Army Comptroller/Deputy Comptroller of the Year. The Department of the Army Auditor of the Year award will go to Roger Harpool of USAREC G8, and 1st Recruiting Brigade’s Brenda O’Higgins is the Department of the Army Resource Manager of the Year.
“These three were nominated based upon their superior performance in the Resource Management field during the 2014 reporting period,” said Dr. James Moyer, Director of USAREC G8.
Harpool, Lynch and O’Higgins will receive their awards during a ceremony at the Annual Training Conference for the American Society of American Comptrollers in New Orleans May 27.
Before Moyer was hired at USAREC, Lynch ran the G8 directorate for months.
“Wayne was the person the commanding general depended upon to organize and lead teams through difficult situations that demanded leadership and technical abilities, Moyer said. “He stood fast and handled the rudder of the G-8 vessel in the absence of the Comptroller, not once sacrificing customer service.”
Moyer credits Harpool’s auditing skills for greatly decreasing operating costs across the command.
“Upon my arrival, I noticed significant cost overruns throughout the command and asked Roger to tackle these challenges,” Moyer said. “His effort not only recovered millions of dollars in excess costs, but he documented policies and procedures for moving forward in the future.”
O’Higgins’ nomination and award reflect her standing in the command.
“Brenda is a head and shoulders performer, well above her peers,” Moyer said. “She rose to the top of resource management during very demanding financial times, establishing the baseline for resource managers to emulate. She maintained the checkbook of the brigade annual operating budget accounts and tracked separate accounts to 100 percent accurate execution.”

“I appreciate the honor, but the real credit goes to all of the people in the G4 and G8 who supported me during 2014 to achieve a lot of successful ventures for the command. FY 14 was a highly successful year, during which, we overcame political resistance to get DA approval to relocate the Beckley Battalion and the Recruiting and Retention School, saving more than $14 million annually for the Army. We also campaigned successfully for an additional $50 million to support recruiting operations. I greatly appreciate all of our team effort in accomplishing these goals and other day-to-day support efforts to the command.”

"I'm extremely honored to win the award for Army Auditor of the Year. It's certainly a pleasant surprise. Auditors don't often receive any recognition for the work we do. I understand most folks don't like us. With that in mind, I've always tried to treat people fairly and to offer viable solutions to any issues that I've discovered in the course of my audits.
