
Foundational Documents Revised, Published

USAREC Leaders, Soldiers and Civilians,
Upon arrival to USAREC, I directed the revision of all the command's doctrinal manuals, regulations and other publications to streamline processes, remove redundancies, and eliminate confusing and contradictory directives.
I'm pleased to announce the publication of two foundational documents that provide a framework for center level operations and govern the recruiting process. USAREC Manual 3-31, Recruiting Center Operations, is the latest addition to our series of five doctrinal manuals. USAREC Regulation 601-210, Enlistment and Accessions Processing, provides USAREC the requirements and processes for executing enlistments and accessions into the Army. Both publications are available through the Army Recruiting Knowledge Network and the official USAREC E-Publications site:

Many of you provided valuable feedback to the USAREC G3/5 team regarding these publications. I thank you for your inputs and commend you on your efforts to help shape the future of this command. I want you to know my approach to both
publications was deliberate and methodical.
Recruiting doctrine ties together mission command and operational art, and provides commanders and Soldiers with an integrated model for operations. USAREC Manual 3-31 provides authoritative guidance for what center leaders do
without directing how to do it. The manual is enduring, descriptive, and allows for disciplined initiative within the commander's intent.
Many of you felt the manual needed additional detail describing specific tactics, techniques and procedures to accomplish center level recruiting operations.
I've directed our doctrine writers to incorporate this content into a revised 79R Soldier training publication (STP) manual and USAREC training circulars for publication in the near future. We are currently revising the final doctrine manual, USAREC Manual 3-32, The Recruiter Handbook, and I look forward to your input to this important document.
While my approach to our doctrine was to remove prescriptive content, Army regulations are directive and punitive in nature.
The revised USAREC Regulation 601-210 consolidates six previous USAREC regulations into one. The document is unique in that it is the first web-based regulation meant to be used on electronic media. And it contains links to additional resources that help guide recruiters through the enlistment and accessions process.
Ultimately, successful mission accomplishment depends on the efforts of our Soldiers, their leaders and commanders. I expect every member of the team to read and understand these two documents. If you have comments or recommendations to improve them, provide that feedback back to the G3/5 team.
Together, we will continue to set conditions for USAREC success, now and into the future.
